On July 22, the Export Administration Regulations (EAR) were amended to reflect the fact that the Secretary of State rescinded the designation of Cuba as a State Sponsor of Terrorism on May 29, 2015. This rule removes EAR references to Cuba as a State Sponsor of Terrorism and removes Cuba from Country Group E:1, which makes Cuba eligible for a general 25 percent de minimis level and portions of four license exceptions. However, the United States’ embargo of Cuba has not been removed and all items subject to the EAR continue to require a license unless authorized by a license exception.
