USPPI Responsibilities – Checklist
Here is a checklist that will assist as a tool for establishing procedures and collecting information to ensure that your organization complies with all FTR’s and other government regulations:
- Did I check to see if any of the goods have the proper licenses?
- Are any products on the U.S. Munitions List (USML)?
- If yes, does this shipment qualify for an ITAR Exemption?
- Is a BIS (Dept. of Commerce) License needed?
- If so, does the shipment qualify for an EAR License Exception?
- Are any products on the U.S. Munitions List (USML)?
- Did I check if my products subject to the EAR?
- Are my products on the Commerce Control List (CCL)?
- Do General Prohibitions 4-10 apply?
- Did I check if I am shipping to a destination of concern?
- Verified the ultimate destination is not a sanctioned country
- Did I check the Consignees name against the Government’s Restricted Partied List?
- Do I have the correct and complete HTS or Schedule B commodity code?
- Verified that the classification code properly identifies the commodity being shipped?
- Is there any indication of Restrictive Trade Practices or Boycott Language?
- If you are filing as USPPI, did you:
- Confirm an ITN was received for each shipment submitted?
- Promptly corrected all fatal errors?
- Determined the filing deadline?
- If you (as the USPPI) are filing with a freight forwarder, did you provide all information they need to file on your behalf?
- Name and address of USPPI
- USPPI Tax ID Number (EIN or DUNS)
- Point of Origin
- Schedule B (or USHTS) number
- Schedule B / USHTS Quantity and Unit of Measure
- Commercial/Generic Commodity code description
- Value (at the port of export) by the Schedule B / USHTS
- Domestic (D) or Foreign (F) Indicator
- Ultimate Consignee Type:
- Direct Consumer
- Government Entity
- Reseller
- Other/Unknown
- ECCN (or EAR99 if not listed in CCL)
- NLR, EAR License Exception Code, ITAR Exemption
